"Civil" "Servants"

PARIS -- French face prosecution for "insulting" civil servants.

Isn't the problem that "civil servants" usually aren't very "civil," and they're not very "servile?"

So what we have here is one set of French folks being rude and another set running off to get government regulations put in place.

What's the definition of a civil servant?

Someone to lazy, to brain dead, or to dishonest to hold a real job...
